1. basic information
qumarleb sits in northern yushu tibet autonomous prefecture, qinghai province. at a height of 4,500 meters above sea level, it has a dry climate and sparse vegetation. on its land of 52,400 square kilometers are one town, five townships, 19 administrative villages, and five urban communities. it has a population of 45,647 from 13,663 households. tibetans account for 98 percent of its population, and herders take up 70 percent (31,516 people of 9,516 households). in 2017, the region鈥檚 gdp was 644 million yuan and its per capita gdp 14,100 yuan, far below the national average of 59,700 yuan. the disposable income of local residents was 13,377 yuan per head, with that for urban residents 27,121 yuan. the per capita net income among farmers and herders was 6,749 yuan. at the end of 2017, 4,823 people of 1,728 households in the county were registered as impoverished. its poverty headcount ration stood at 10.7 percent.
qumarleb plans to completely shake off poverty by 2020. for 2018, 3,600 people of 1,310 households in three villages will rise above poverty, and 1,223 more of 418 households in one village will follow suit in 2019.
2. poverty alleviation efforts in recent years
the group鈥檚 poverty alleviation program in qumarleb is undertaken by the its qinghai branch in partnership with gd power development co., ltd. and china longyuan power technology developing corporation. two personnel from the companies work in the county as deputy county magistrate (temporary post) and village party secretary (temporary post) respectively.
under this program a 鈥淕d education fund鈥?for students from low-income families was set up, receiving 3.5 million yuan in donations every year; a 3.5 million yuan 鈥淕d ecological fund鈥?was established to protect grasslands and wetlands; and two online platforms were created to promote the sale of local products.
