1. basic information
ningcheng in southern chifeng city of inner mongolia sits on the border between inner mongolia, hebei and liaoning. it is a key target in china鈥檚 poverty alleviation drive and an old revolutionary base. on its territory of 4,305 square kilometers are 102,700 hectares of farmland and 206,000 hectares of forests. its forest coverage rate is as high as 47.3 percent. the county administers 13 towns, two townships, 302 administrative villages, three sub-districts and 24 urban communities. of its total population of 618,000, rural residents account for 87.7 percent, numbering 542,000. in 2017, its gdp and per capita gdp were respectively 19.8 billion yuan and 32,000 yuan (53.6 percent of the national average). at the end of 2017, 23,171 people of 8,792 households remained in poverty, with the poverty headcount ratio at 4.3 percent.
ningcheng plans to shake off poverty by the end of 2018, ahead of its original schedule of 2019. this goal will be achieved by fostering industries, which is expected to benefit 8,699 people of 3,027 households, relocating 4,680 people of 1,534 households, ecological restoration, which is expected to benefit 297 people of 89 households, offering educational opportunities to 294 people of 142 households, and extending social security benefits to 9,201 people of 4,000 households.
2.poverty alleviation efforts in recent years
the group鈥檚 poverty alleviation program in ningcheng is undertaken by inner mongolia pingzhuang coal group ltd. in partnership with inner mongolia power group. two personnel from the companies are sent to work temporarily in the county as deputy county magistrate and village party secretary.
under this program a 10 million yuan scholarship fund (with an annual donation of 2 million yuan) was established for poor students, two online platforms were set up to sell local produce, and a revolutionary education and training base was established in wusutaiwa village.
