lying on the northern banks of qinghai lake in haibei prefecture, qinghai province, gangca county is part of the deeply-impoverished 鈥淭hree regions and three prefectures.鈥?it covers an area of 8,138 square kilometers at an altitude between 3,300 and 3,800 meters above sea level. under its jurisdiction are three townships, two towns, a farm and 31 administrative villages. it has a population of 46,000, of whom 31,400, or 68.3 percent, are farmers and herders. tibetans account for 63.38 percent of its total population. in 2017, the county鈥檚 gdp was 1.687 billion yuan and its per capita gdp 37,000 yuan, compared to the national average of 59,700 yuan. by the end of 2017, 12 villages and 4,049 people of 1,322 households had risen above the poverty line, bringing down the poverty headcount ratio from 12 percent at the end of 2015 to below 3 percent.
in 2017, the county applied to be removed from the list of impoverished regions (per capita annual income topping 3,532 yuan), and has passed the assessment by both prefectural and provincial authorities. it is waiting for further review by the state council.
2.poverty alleviation efforts in recent years
the group began its pairing assistance to the county in 2010, selecting and appointing a deputy county magistrate (temporary post).
to reduce poverty through industrial development, the company has invested 11.75 million yuan to support construction of breeding farms of the tibetan pig and spent 12 million yuan on establishing an ethnic cultural and performing art center to boost tourism. in infrastructure, 30 million yuan was funded in the construction of the county鈥檚 stadium. in terms of medical poverty alleviation, 11 million yuan was invested to build a comprehensive clinic of tibetan聽medicine bath and charity programs were carried out to provide medical treatment for children with congenital heart disease. in terms of intellectual poverty alleviation, 25 business executives in the county received professional training in 2017.
